Mystery Flag?

Can anyone tell me what this flag represents? This photo is of it being flown on the Wilhelm Gustloff during a Norwegian cruise. I know it was later painted on her bow. Thanks! :[]

Not 100% sure but it looks like the Flag of Hamburg,

Found this,
"The Wilhelm Gustloff (25,484 grt, 684 ft. long) was the first KdF-ship, completed in 1938 and managed by Hamburg-Süd.
As her near-sister, the Robert Ley, she became an accomodation ship at Gotenhafen (Gdynia) during WW2"
