Unknown uniforms

Hey guys,

i am new here in this forum and have some question about my grandfather.
I found some pics and want to know what uniforms he wears at the pics below.

This pic is from 1944 at the Memelland where my grandparents are from.
He is the 3rd person from right. The cap looks like SA? but i am not sure.

These pics are from 1944 too. Because of the patch at the left arm and at the cap i think it could be a policeunit, Gendamerie or something else.

I would also say that he was in a police uniform (due to the eagle on the cap), but im not sure about those very dark shoulder boards.

The other one could be a SA uniform, at least the caps look like one of them.
When the British fired, the Germans ducked.

I have found antoher pic. It must be SA.
Can somebody tell me something about Sturmabteilung Memelgebiet?

well above he said it could be police except he was a bit worried about the shoulder bordes, they arnt going to throw out obsolete rank slides so they just re-issue them, so you know the photo is after around 1936, and from what i could see the uniforms in the pic were M40, which would put them at the right time to be using shoulder bordes that were form the model before

In your most recent photo posted, a glare keeps me from seeing his belt buckle. Do you have any other photos with his belt buckle included possibly?

This could be able to determine whether he is in an SA uniform or not, and if he is an EM or an Officer.
