That is, who was responsible for propaganda aimed at the enemy, like leaflets, loudspeakers and the release of prisoners to get their buddies to defect? At what level did these people operate--Division, Corps or Army?
Who became responsible for prisoners after they were collected by frontline troops? Best Regards, David

Assuming that this means the field level, then you must think along the lines of Propaganda Kompanie.

Radio, however, was under the control of Goebbels. Even the various Soldatensender, while run by a mixture of military and civilian personnel, were under the thumb of the Nachtjäger von Berlin.
