In my opinion, the Russian Army clearly had the best tank forces and talented commanders in the World Waw II. I would name some of the Russian Tank leaders here who for sure were amongst the best during the war:
* Malinovsky
* Katukov
* Lelyushenko
* Rokossovsky
* Rotmistrov

I would also name a few German Tank Leaders who were respected enemies:
* Guderian
* Got
* Model :!:

Got is Herman Hott in Russian transcription. I agree that Rommel and Kleist were decent tank commanders but than I would also add few more Russian Tank leaders to my previos list who defenetrely were on the same level:

1. Rybalko
2. Vatutin
3. Potapov
4. Bagramyan

When did Kurt Meyer command Panzer?

In my opinion Peiper didn't do that well as a "Panzer commander". That was mainly the task of the much underrated Werner Poetschke.

Timo,

Rybalko and his 3-d Gurd Russian Tank Army did extremely well at Kursk batlle and Dnepr River Battle in 1943 and than in operations in Ukrain in 1944, Germany and Chekhoslovakia in 1945.
