No more guesses, or is it the week-end that's the problem...?
Anyway here's some more to go on.
He was "active" as early as 1929-30 (as a civilian!) but not paid by the Luftwaffe.
He resigned from the Luftwaffe in 1943 as the war had changed and demand for his speciality was no longer a priority.
Decorations:
Besides his RK (1940) he appears to be wearing the...
Hungarian Order of Merit
1939 Spange + Iron Cross
Luftwaffe badge?
By 1943 the unit was redesignated and reorganized into a special Kampfgeschwader.
This is one of the many planes they would use when available and the need was required.

Oberstleutnant (later Oberst) Theodor Rowehl, who recieved the Knight's Cross on September 27, 1940 as Kommandeur Aufklärungsgruppe ObdL.
Rowehl had a background as a reconnaissance pilot from WWI and during the early years of WWII led a special/secret reconnaissance group. This group eventually led to the later (and more famous) KG 200...

What? Training! Where? Germany! Dogs? Captured!
The picture is taken at the Training Station "Goldhöhe" in the riesengebirge mountains, 1944. See link http://www.boehmen-reisen.de/karten/riesengebirge.html
The dogs are probably the spoils of war - Captured Sledge Patrol huskies from East Greenland, probably from the later famous Sirius-patrols (Danish Special Arctic Ops).
The men are members of the Marinewetterdienst.

This is non other than Generalmajor Reinhard Gehlen, former chief of "Abteilung Fremde Heere Ost", after the the war of "Organization Gehlen" fame. Reinhard Gehlen recieved the großes Bundesverdienstkreuz mit Stern am Schulterband on April 30, 1968.

Is it just me or are others experiencing the same sort of problems?

I've experienced the same difficulties that you describe... Anyhow, it's nice to be right! Unfortunately, I'll have a very heavy work load for the next week or so, so I have to yield my photo riddle opportunity to a volunteer...
