Kriegsmarine Service records

Hello All.
I am new here and this is my first post. I'm looking for help and guidance finding some Kriegsmarine service records.
1, I have a matching named Kriegsmarine gas mask and canister and I would love to track the sailors service record down to add to his story and preserve it.
2. I have Kriegsmarine ID tag here 71946/44K and I know nothing about it.
If someone in the forum would be able to give me some information or guide me on how to figure these Kriegsmarine service records that would be great. Thank you very much.
