I need an explaination of a term in a gliederung

On a Gliederung I have for 9.AOK there is what appears to be and agency attach to the army.

Kodeis 9

It has all the railroad construction battalions, and a few regular construction battalions attached. So I gather it is some kind of constrction agency in the rear area. What is the true meaning of Kodeis.
