Uniform ID request

I just got this photo, and the uniforms puzzle me. There are no insignia to speak of, two of the tunics appear to be SS M37's, but the belt buckles look like Heer buckles. The guy in the middle has a small badge on his lower left sleeve. The cheap-looking gorgets have the text "Tages-Dienst" ("Day duty"). Any idea what they are (SS-VT recruits?), and approximate year the photo might have been taken? Link to larger version.
