I have here a little document from the Germans.

It is called a "Marschbefehl und Berechtigungsschein"

and about the number:

"Von Dienststelle Feldpostnummer M31015"

I think it is from the Kriegsmarine, because it is stamped with Kriegsmarine, somebody who can look into this, because I don't know where to search!?
