I've noticed that some officer personnel, both Heer and SS, wore Gefreiter chevrons on the right sleeve. Does this indicate that the soldier was once an
"enlisted man" or Gefreiter before being 'commissioned'/promoted to Leutnant, or higher?

You are sure you also saw it on Heer soldiers?
In the SS it is the "Alte Kämpfer" Winkel (old fighter chevron) for individuals who joined the party before 1933.
