Here is another picture.
Yes he is an american. He served in Italy and after the war left the army at the rank of first liutenant.
What he did after that is what he is known for, that too is related to the military.

It's not Heller but the person did become known for his fictional work about the military.
One of the charachters is a sexist and inept brigadier general.

But sheer luck helped a lot in the end

Hello all and sorry for the delay, I've had some troubble getting onto the forum. Every time I tried it has been down.
As Paul correctly stated it is Mort Walker of Beetle Bailey fame. I have a ton of these comics in a closet somewhere
"My military career is almost a comic strip in itself." , that's the way he describes his time in the army. Excellent riddle that was! I had almost forgotten about Beetle Bailey but did read a lot of the comics in years gone by
