i think the first is a VERY VERY early inter-war or M36 one reason i belive this is as of the design of the uniform and also on the second he is wearing the arm-band so my guess is they are both early
i dont know about RAD uniforms but from the varying colour of "Feld Grau" in infantry uniforms it would not surprise me a bit if it was a bit more green then Khaki
The pictures that you have posted are two different uniforms from two seperte branches of service.
The first tunic is an early M36 pattern Heer tunic with dark green collar,white piped collar tabs,Pointed shoulder boards without piping but with regimental number in white waffenfarbe.I can't tell if the eagle is a 1st or 2nd pattern eagle.
The second tunic with the armband is for the ReichsArbeitsdienst(RAD). If these photos are the same man the RAD tunic photo was most likely taken prior to the Heer tunic shot during the guys mandatory RAD service time.

The shoulder boards could have piping.
Black Piping = Pioneers
BUT, if he had black piping on his shoulder boards, he would have black lines in his collar tabs. His collar tabs show that he is part of the infantry.
The first one is infantry. The early M36 boards did not have an outer waffenfarbe piping. The waffenfarbe is seen on the numeral ciphers(embroidered) and collar litzen.

If you can get a good closeup of the shoulderstrap it may be possible to identify the number, first number looks like a 2 or 3. If you're really lucky he may have a numbered button on the shoulder strap which will tell you his kompanie.
