Waffen SS ? Cuff Band / Uniform Identification

What is the cuff band? rank tab and uniform seen here?? Thanks.

I don't think these are Waffen SS; looking at the braided edge of the schulterklappen, i assume they are some part of the Algemeine SS. They also are not wearing Waffen SS belts and buckles. I venture to guess that they were some kind of "Schutzen group", but that is only a guess.
The Cufftitle is not readable, so that leaves you still in the dark.

They look like they might be one of the Heimatwehr forces raised in Eastern Europe among the ethnic-German communities to ward off partisan attacks.

I think you are right, Marc.
They also look too old to be regular armed forces, as to the rank ? i don't see any at all.
In my opinion they are all privates.
Also look at the guy in the rear, wearing a kwartiermütze, but having civilian clothing.
And the guy wearing some kind of checkerd shirt, but could be wearing what looks like a uniform with it.
Interesting photo indeed.

The only guess that I would hazard here is that these fellows are members of the Technische Nothilfe. The Service Caps, collar tabs, uniform cut, and cuffband all seem suggestive of that branch, but the photo lacks the detail to confirm this.
