Army Honor Roll Clasp Scenario

Say some landser fought in WW1 and won both the Iron Cross 1st and 2nd class. Then 1939 rolls around and this landser gets a 1939 clasp to both of his WW1 awards. So his Iron Cross 2nd class already has a 1939 clasp taking it up, but what if he were to then win the Army Honor Roll Clasp? Would both clasps be pinned on the iron cross 2nd class ribbon?
