Luftwaffe Oblt shoulderboard cypher ID?

Here are three Luftwaffe officers chilling outside their stabszelt on some French beach after the campaign of 1940. Three names are scrawled on the back of the photo, "Lt K...old, Major Jürgens, Oblt Forneberg". I'm trying to find out which unit they might belong to, as the Oberleutnant has some sort of cypher on his shoulderboard. I guess it might denote his unit. Can anyone help me?

I don't think that it is a shoulder-strap cypher. I think that it is either an artifact on the negative or damage to the print. I do have to say, though, that the shoulder strap seems rather wider than the usual officer's shoulder strap.
