I have a 1929 Nazi Party Rally (congress) pin. Does anyone know any sites or books that would discuss the rallies and Nazi party pins?

Try Google with the searchwords Reichsparteitag + Abzeichen, and you will find many results/photos.

Most of these pins were made of crappy metal and early plastics. Most of them were sold at rallies to raise money for the government. They were generally called Tinnies.
