French-made movie about a postwar German sub...

II saw this movie on Turner Classic Movies a few months ago. A group of influential mostly civilian fascist French and Germans sail for South American in he final days of the war in hope of continuing their political program. Well done French-made story from the late 1940s. I can't remember the name of this movie. Anyone know it?
