Was the Freiwillige Stamm Division part of the Ersatzheer?

Was the Freiwillige Stamm Division part of the Ersatzheer?

The Freiwillige Stamm Division trained Eastern Volunteers in France in 1944.

As a training and replacement headquarters it seems that it ought to have fallen under the jurisdiction of the Ersatzheer, but did it?

Similarly, did the various Eastern Volunteer Legions that undertook the training role before the Freiwillige Stamm Division was created belong to the Ersatzheer?

The alternatives are that they were subordinate to the Feldheer or that the whole Eastern Volunteers training organisation was entirely independent of both Feldheer and Ersatzheer.

Can anyone help on this one?

I think I have that copy of Militaria, as I was in France at the time and bought all the military and aircraft magazines available. I will check it out.
