Yugoslavian POW in Norway

Hi Guys,
I am not sure if this is the correct place to put this. I was listening to a Norwegian Criminologist talking about the recent mass killing in Norway. In way of an introduction to the topic he refered to his first research that involved interviewing both Norwegian guards and POW who had been held in Norway during the war. The POW he interviewed were from Yugoslavia and were guarded by Norwegian volunteers. Up until this time I thought that any POW captured in Yugoslavia had been turned over to the Croatian forces. I had also believed that any other POW were kept in Germany as my only reference point is that of Canadians who were sent to Germany as soon as they were no longer being interrigated. If anyone had any references thy could give me to help me find out how common both these practices were (being sent to an occupied country or not being handed over to the satelite state) I would appreciate it.
