Vaticane was not a axisstate. And good relations to both axis and allies dont make any diffrent.
The pope declare Rome fore open city.

And how was this different from Andorra?

Andorra was not a real axisstate. But the bishop of Ugrel lives in spain. Spain under Franco was not fighting most time of the war. And Spain send volunteers to support Germany.
Petain who was head of state toghether white the bishop was also head of state in France. Same France who collbrate white Germany and send jews to kz-camps.
