the number of French Waffen SS was anecdotal, 100, 50, 10 or less by French Department (District, 90 in 1940), there were more Maquisards or members of the Resistance in one Department than French in the Waffen SS in the whole of France, I don't have datas about the percentage/number of Dutch or Belgian people in the Resistance,
with 25 000 Dutch Waffen SS there were proportionately to the size of the population roughly 0,3 % (0,6 % with "50 000") of the Dutch in the Waffen SS and roughly 0,03 % for the French.
