Well, since I can't go check out TRF's data, I'll tell you what I know...

The German panzers were cramped and didn't have room for helmets inside, so they'd be hung from parts of the Panzer. however, during those rough terrain travels, they'd tend to bounce off and the soldiers would have to go ask a supply sergeant for more. After this happened continually, they decided to cut the issue so that it would save money and resources. After all, what is the purpose of issuing helmets to a group that continually loses them without really using them (isn't the Panzer shell enough preotection? Stalhelms never protected against bullet hits)?
