About the Horch typ 1A or typ 40

I've a question to the experts in KStN or in Kfz: in septembre 1939, is it possible to find the Horch typ 1A or the Horch typ 40 in the categorie of vehicle Kfz 21?? So is it possible, in 1939, to find the Horch in the HQ of Regiment or Brigade like a Kommandeurwagen?

By the way, is the Kfz 21 a categorie only for Kommandeurwagen? or are they other functions in this categorie?
