Numbering of SA and SS units outside Alt Reich before 1938?

Were Austrian, Sudeten, Memel and Danzig SA and SS units numbered in the same numerical sequence as Alt Reich SA and SS units before these territories were absorbed into the Reich over 1938-39?

Were any other SA or SS units beyond the Reich also numbered in the same sequence (i.e. in Italian South Tyrol, Danish Schleswig-Holstein etc.)?
