Ritterkreuz rejected proposal of Wäckerle

Among the rejected proposals of Ritterkreuz, Hilmar Wäckerle also appears. It was recommended to receive decoration in 1940 during the Dutch campaign, but the proposal was rejected. Does anyone know the motivation?

I remember reading that he was effectively "persona non grata" within the higher echelons of the NSDAP following his removal from Dachau KZ for brutality - more for the opprobrium it brought rather than any concerns for the brutalised inmates. It is likely therefore that politics was a factor in the denial of the award.
