Mike - Yes, I have those other editions and they were published as a "Nachtrag" . However, I won't be posting and more of these promotion lists because they do not generate much discussion.

According to following biography, Raf van Hulse was promoted to SS-Untersturmführer der Waffen-SS in the summer of 1944, and I was wondering if he is mentioned in the Nachtag of this SS-Personalveränderungsblatt?

I have never seen any documents that a man with the name of "Raf van Hulse" was ever promoted to the rank of SS-Untersturmführer or even Standarten Oberjunker. It is very unlikely that anyone promoted to Ustuf. in 1944 would not have a file in the Berlin Document Center or be mentioned on a promotion order.
