Bataillon der Waffen-SS z.b.V.

Can someone shed some light on this unit?
I have different information:
1) It worked alongside with Sonderkommando Künsberg of German Foreign Office in confiscating libraries and archives.
2) It was responsible for murdering jews in the Minsk area in 1942-1943.
Were they the same unit?
Were there connections with Kommandostab RFSS in the summer of 1941?

Thank you for your answer. Still I don't know if the battallion zbV which worked with Künsberg was the same tha in 1942 was involved in mass executions in Heeresgruppe Nord area around Minsk. The source I have is "Meine Ehre heisst treue. Kriegstagebuch des Kommandostabes RFSS ..., 1965 (it contains facsimile repros of originaldocuments, some of which are the sources I mean).
The unit indicated is:
1. Komp./Batl. d.Waffen-SS zbV
CO SS-Ostf. Rosenow
SS-Ustf. Störtz

z.b.V could mean "Zur Besonderes Verfügung", meaning something like : "for special purposes" or "for special deployment" not much, but maybe it helps.
