I know this picture. It is in J.P. Mallmann-Showell`s "Das Buch der deutschen Kriegsmarine 1935-1945" - Motorbuch Verlag Stuttgart 1991 (6. Auflage), page 82 When that picture was taken, the soldiers wear her best blouses becausthey must look very smart.
