HELP Publication listing quality of WW2 Divisions

HELP!!!!

I have heard of a book/publication which lists every Division, of every nationality that fought in WW2, and rates their fighting quality, morale, size, quality of equipment, etc etc.
Can any one shed any light on this invaluable tool for wargames designers?
I am afraid I do not know its title or its author, but I do believe that it exists.

Not a book of every nationality in WW2 but I do have a couple of titles that lists the fighting qualities of the SS, or another title that lists every unit on the Eastern Front.
