"Verfügungstruppe" makes just as little sense in German as the literal translation "forces having been made available". This was simply the name given to those troops that later became the Waffen-SS (as someone has mentioned already). As such, it shouldn't be translated (or do you translate Waffen-SS into Weapons-SS?)
