I am having a hard time with this term: Papiermäßige Fehlstellen.

I assume you are looking for a translation of the term
If so, maybe you could give more of the context perhaps the full sentence that it comes from as the context may determine how best to translate it. Its too vague and there is probably half a dozen ways of translating it. It could be "automatic vacancies" but that may mean nothing in the context that it has been taken from.

It is the title of a report. The report contains all the Regiments and Kompanies of a Division with the numbers representing the Offiziere, Uffz. and Mannschaften in each unit.
Also what is the meaning of (W) seen before the Beamte column?

The term "Soll" (Sollstellen) determines the number of soldiers a division/subunit should have as maximum.
The term "Ist" (Ist-Stellen) detemines the number of soldiers that are really aviable in that division.
The term "Fehl", short for Fehlstellen, determines the number of missing personnel to fill up the division to maximum again.
It looks like that for example:
Soll / Fehl / Ist
382 / 89 / 293
(382 maximum/ 89 missing/ 293 aviable)
I would translate "Papiermäßige Fehlstellen" to "Missing units on paper" or "Theoretically number of units missing".
