Contacting a veteran.

Hello,

I am trying to contact a veteran from whom I have a couple of documents and a photograph of him.
I started researching and I tried to contact the local authorities in the town where he was born, hoping that they could tell me what his adress is.
I first contacted the Stadtverwaltung, and their response was simply that the person that I was looking for just didn't exist, I had to look in the telephone book in order to find him.
They also said that I had to contact the Einwohnermeldeamt.
I have contacted the Einwohnermeldeamt 5 months ago, but I still haven't got a response from them.
I also contacted the National Archive in Thuringen, they also also couldn't find anything about the person I am looking for.
And I'm hoping that someone could give me some advice here, because I really want to try to contact this veteran, because he would be almost 83 now, so time is short. :roll:
