From an overview of the German divisional HQ organization in FMS P-139,
such a section in an infantry division on 1.9.1939 had
1 Officer /1 NCO / 5 EM,
1 Krad, 1 Kraftomnibus (probably of the type as described by Leo).
As you can see, the answer to your questions depends on the
type of HQ the Kartenstelle is assigned to and on the timeframe as well.
