Back in 1973 the computer system I used was called "Windows Pen and Paper" !!

So the question remains. Are my assumptions correct? Were the supposed pre-war numbered Landwehr-Divisionen numbered only if/when they were mobilized but otherwise known as Landwehr-Kommandeure (which were later formed into Infanterie-Divisionen)?
