I wouldn't agree with Sid 100%. It's true that this was OoB in the early states of war, but in late 1944 in 1945 these were regular divisions, because Partisan forces were reorganized in Yugoslav army and Partisan detachments.

The unit was German, because on the photos men were wearing German helmets, German uniforms, German insignia,.. and had German weapons.
