Simon I would say the one on the Left is a military i looked at the numbers on the plate at it would put it in Wehrkress I Königsberg

Its before 1936 as pointed out the absense of eagles on the uniforms would mean it was before 30th October 1935 after that date the eagles were to be warn on the uniform . Looking at the photo I can just make out on the steel helmet the transfer and they were introduced on the 15th March 1933 so goi...
