Generally it is the date the award was written/awarded. Sometime this can be weeks/months after the event due to fighting etc.

Not much is written on the Hermann Göring Training and Replacement Regiment based in Holland wich had some 12000 men in Aug 1944. Its commander, Oberst Fullreide did write a diary but this was after the war ...

If you have read German Armor in Arnhem, the Frundsberg Divison with 10 Panters arrived in the Arnhem area from Grafenwoehr, Germany on September 21, 1944. This is the first time I had seen Frundsberg Tanks. However my Friend Willy Wagner was a Panther Tank Driver with the Pazerwart im Gold showing...

Phil got it right - Sicherung der Niederlande is security duties. SS-Pz. Jäg.-(A)-Abt. 2 was allocate to security duties and up until Sept 1944 was guarding a stretch of the Dutch Coast.
