There is no English equivalent really - the literal translation of "troops available" "troops at the ready for orders" doesn't make much sense. The best suggestion I can offer is SS "special troops" or maybe SS reserve troops.

I believe this is a traditional German soldiers' saying, but I cannot find either the original German text, or a source as to where I might find it. Any help would be much appreciated.
