Not in every case. But if the above is accurate why didn't the Germans try to break out of Stalingrad or succeed in the Battle of the Bulge? The whole logistical argument is implicitly based on an assumption that going on the offensive would mean substantial more consumption than on the defensive and that the alleged minimum requirement was not there ...

It would be lovely if commanders always had the ideal level of supply but the real world is not like that. There is a difference between "ideal", "like to have", and "required. ... Not having all the quantity of ammo,fuel,etc... one would like to have will not stop operatio...

Logistics are an inhibiting factor, nothing more. Logistical issues will not stop an operation from being done. Decisions have to be judged with the information available then.
