I think in Luftwaffe Combat Groups.
Because they have not the Fallschirmjäger Abzeichen .

The technical name of these stripes is "Lampassen".

Is a man of the SS-Allgemeine,with an eagle old model and new totenkopf's design in the peacked cap.
The collar patch with 85 is his "Standarte" in Saarbrücken, (RW) XXXIV SS-Abschnitt.
The Pic is of early 30's.
