Looks like a flak Oberfeldwebel who has seen service in the Condor Legion to me.

It's obviously a Fallschirmjaeger pennant, but I can't narrow it down, and I'm not sure it's a unit flag. The Fallschirmjaegers were known collectively as 'The Green Devils' so perhaps the devil on a pitchfork represents that. I'm wondering if it's only semi-official.

The badge on the left looks like a wound badge (silver?), and the other is a General Assault Badge. He may be wearing a Close Combat Bar (above the breast pocket), but it seems to have come unpinned (?)

The badge being worn below the EK is the 'Bavarian Army Air Observers' badge.
