I'm not sure but that seems unlikely since De Bruyne was with the Artillerie and Hubert with the Pioniere.

The information comes from their SS-Personalakten.

Yes, foreign candidates were accepted. Unfortunately I have no participants list but I do know of atleast one Dutch and one Walloon 13.KRJL participant.

George is absolutely right. I know several people that are listed but were actually killed as forced labourers (Arbeitseinsatz).

So Sporck won the RK partly for his actions during the withdrawal from Oranienbaum and partly for actions later performed.
