Pre-war Major in the 26th Artillery Regiment

I have a pre-war tailored uniform that belonged to a major in the 26th Artillery Regiment.

Who might this be and what happened to them.

FYI-If it helps this uniform and breeches had to be for a man over 300 lbs.

The Iron Cross 1st class was a breast award always worn on the upper left pocket. The Iron Cross 2nd class was a ribbon award with the ribbon usually worn around the second button of the tunic.
