The letter in question is definitely a lower-case 'l' not a '1'- it stands for 'leichte' (light), so this unit was leichte-Artillerie-Ersatz-Abteilung 254- Light Artillery Replacement Detachment 254. You're right that the disc likely belonged to a medic- the unit is Sanitäts-Ersatz-Abteilung 8, which translates as 'Medic Replacement Detachment 8'. Hans is correct: 'Stab. II./' is Stabskompanie, II. Bataillon (staff company, 2nd battalion). The '1' after the slash on the second disc is more likely a lower-case 'l' meaning 'leichte'- so the 'translation' would be 4.
