Mmm, like Kurt says not easy without perhaps seeing the previous sentence or two. Is er referring to the Caucasus, masc in German?

If you could post the previous two? Also, is the puntcation right? Copuld it be a full stop after Steppe?

And our troops don't have the spirit and élan any more like they had in '39, '40 or even '41. They are willing, disciplined, but the belief, which is so absolutely necessary, has taken a battering. Where will it all lead?

In fact it appears that Jelgavas iela has its own Wiki entry which states that it was called Alte Mitauer Strasse and then Mitauer Strasse.
