Are the extra buckle straps across the top of the instep military? Years ago, I had an old pair of (what, as far as I knew were) women's civilian ski boots with a similar strap for support. They also had the lacing hooks instead of grommets up the top part of the closure.

A quick update: They're taking it site by site, and as of yesterday (22 Feb), the Axis History Factbook is back on line. Hopefully the other sites won't be far behind, but no timetable yet.

Actually, the more common terms (since common terms are being used) were Felddecke (Field blanket) or Feldmatratze (Field mattress).
