Use of this buliding at Gotenhafen-Hexengrund ?

This Building is near the shore of Hexengrund , at the shore of Oxhöft is an identical building .

Could anyone help me ?

It is a torpedo testing facility.

There was another one at Eckernförde. See pictures of it's very similar buildings here:
