Help with Major von Holleuffer, award, siver cup.

I am researching a man, a silver vessel, and a WWII award. So far, I have solved the vessel only. It is a c1938-1940 sterling (actually .950 pure silver) cup from a noted French firm, Saglier et Freres. The firm did much silver work on Art Nouveau glass items and died out during WWII. The vessel was given as an award during (just a few months into) the German occupation of France to a "Maj von Holleuffer". I can find nothing on him and I cannot understand the award initials and words. The date of the accomplishments is clearly 30 October to the 6th of November, 1940, perhaps a week long campaign, inspection, or production period(?). The exact script on the cup (in case photos are poor) reads as follows:
"DEM
Wi.Tr.P.
In Dankbarer Errinerung
30.10_6.11.40
Major von Holleuffer
Rustungs-Inspektion X"
Any and all help with this historical mystery greatly appreciated!!
