I have seen posts on this and other sites about getting inter-library loans of the microfilm covering captured German records. Someone stated that yes it can be done.
I am a volunteer at NARA on the side and can tell you as it have been told to me by a record manager and an archivist... yes it is possible to get ILL and even microfilm rentals, but NOT captured German records related films. The ILL is confined to US census records and other related items.
So the options remain ordering the rolls yourself, hiring a researcher (quite pricey) to make copies, or go there yourself. I do not know how BAM does it with the originals though so that may be an option
