Suggestions as to who ? what vehicles / units and where? please.

The vehicle is an SdKfz 250 and would appear to me to be one of the radio equipped version, the presence of a Luftwaffe soldier in it might point more to it being a FLIVO vehicle than belonging to HG. HG wasn't ever near Rostov as far as I know and that is what is written on the back of the pic.
